Recently, the Ministry of Education and State Administration of Foreign Experts Affairs P. R. China announced the list of university discipline Innovation & Talent Introduction Bases (111 Project) in 2018. 62 Talent Introduction Bases in total were established as construction projects. HEU's marine power discipline Talent Introduction Base was in this list. Up till now, HEU's four discipline groups including marine equipment, marine information, marine power, and advanced Nuclear Power and Safety, all have one "111 Project" Talent Introduction Base respectively.
The Talent Introduction Base relies on talents, organization, and resources. There are four areas in which these are found at HEU. The first is the many years of technological and international communication and development, marine power discipline. The second is HEU's key laboratory of advanced power technology (supported by the National Ministry of Industry and Information Technology). The third is the engineering research center of marine power technology (supported by the Ministry of Education). The fourth is the 2011 collaborative innovation center of marine power technology (which focuses on the essential orientation of China's needs and the pressing needs of enterprises). These four forms characterize the discipline orientations, including: overall design technology of marine power plants, vibration and noise control technology of marine power plants, combustion and performance technology of marine power plants as well as friction and lubrication technology of marine power plants.
One academician in advanced European and American countries, and 15 high-level international experts are introduced in each discipline orientation. The marine power discipline Talent Introduction Base supports and leads the development of the shipbuilding industry, combines the scientific research and experts’ cultivation, and promotes China's independent innovation ability in the field of marine power technology.
The other three "111 Project"Talent Introduction Bases are Deepwater Engineering Technology 111 Talent Introduction Base, Nuclear Power Safety and Simulation 111 Talent Introduction Base and Microstructure Fiber 111 Talent Introduction Base.
University discipline Innovation & Talent Introduction Bases （The "111 Project"）aims to promote the process of constructing world-class universities in China. It has been enforced by the ministry of education since 2006. The "111 Project"focuses on the international frontier of discipline development, relies on China’s essential disciplines and introduced over 1000 outstanding talents from the advantageous disciplines of the top 100 universities to build about 100 world-class discipline Innovation & Talent Introduction Bases. The period of each "111 Project"is five years with no less than 1.8 million RMB each year.
