On July 26th, the Shenzhen Municipal Government and HEU signed a strategic cooperation framework agreement, and the two sides will establish a long-term, close and pragmatic cooperation that is comprehensive and strategic. Shenzhen Municipal Party Committee Secretary WANG Weizhong, Shenzhen Municipal Mayor CHEN Rugui, HEU Party Secretary GU Huanmin, HEU President Yao Yu, and HEU Vice President ZHANG Zhijian attended the signing ceremony.
According to the agreement, the two sides agreed to jointly build the Marine Research Institute in Shenzhen. This move will bring HEU's characteristics closer to Shenzhen Global Ocean Center City's Strategic Research Practice and will also speed up HEU's ability to transform the scientific and technological achievements of its "Shipbuilding Industry, Marine Equipment, Ocean Exploration and Nuclear Application" discipline to serve the national strategy.
According to the agreement, the Shenzhen Municipal Government supports the establishment of the ''Harbin Engineering University Ocean Research Institute in Shenzhen'' (hereinafter referred to as the Research Institute) in Shenzhen. The institute will focus on the ''The Belt and Road'', ''Guangdong-Hong Kong-Macao Greater Bay Area'', ''civil-military integration development'' and other National major initiatives and strategies and will bring together the superior resources of both sides. Based on several factors, such as; knowledge innovation, technological innovation used as a means, scientific and technological achievements as a breakthrough, goals of building marine information and deep-sea intelligent equipment industry clusters, and military-civilian integration, the Research Institute will finally create a new innovation platform for city-university cooperation.
The Research Institute will build a new R&D institution structured as ''one body and two wings''. This means the Research Institute legal person is the main body, based on the key laboratory of the Ministry of Industry and Information Technology of the ''Marine Information Acquisition Safety''. This will create a national platform for marine information science and technology and will complement the Shenzhen Ocean Basic Research Shortcomings. The Research Institute aims to establish the ''Global Ocean Science and Technology Achievements Transformation and Innovation Center'' to support the cultivation of marine high-tech strategic emerging industries with the new a hundred billion level increments to serve the global marine center city's construction.
According to the introduction, during the "Thirteenth Five-Year Plan" period, Shenzhen has accelerated the development of future industries, deepened the integration of military and civilian development and placed the marine economy in a priority position to build a more competitive modern industrial system. HEU's "Shipbuilding and Ocean Engineering" discipline has entered the ranks of "world-class disciplines" in Chinese universities, which has been awarded an ''A +'' in the national university subject evaluation, ranking first in the country. Over the years, the HEU has always maintained the " Shipbuilding Industry, Marine Equipment, Ocean Exploration and Nuclear Application" discipline characteristics, and is an important support force for the research and development of " The pillars of a great power" such as deep-sea drilling platforms.
In the next five years, in the construction of the Shenzhen Global Ocean Center City, the Research Institute will introduce and cultivate high-end innovation platforms, pool and cultivate high-end innovative talents, carry out high-level scientific research, build a platform for the transformation of new scientific and technological achievements, and foster new growth points in the marine economy to provide important support for Shenzhen to build a ''global ocean center city''.
