The College of Humanities and Social Science was based on the development of the Marxist-Leninist department from the early stages of HEU's predecessor (The Chinese People's Liberation Army Military School of Engineering). It went through the development and changes by the social science department in the 1980's and 90's, and the college of Humanities and Social Science was established in 2001.
Currently, it has a law department, department of sociology and psychology, a research institute of ship building and marine law, a research institute of intellectual property law, and a training base for college teachers to study mental health education in Heilongjiang province. It has the legal granted right to issue master's degrees to law students as the 1st level discipline, as well as sociology and applied psychology to students as the 2nd level discipline. It has two undergraduate majors; one is law and the other one is sociology. A total of 377 students were awarded master's degrees from 2006 to 2010, also known as "the Eleventh Five Year Plan" period; 461 students were awarded bachelor's degrees.
