
On April 17, the Exchange Meeting on Deepening City-University Cooperation between Harbin Engineering University and Qiqihar City took place in Qiqihar. The two sides conducted detailed discussions across multiple fields, reached wide-ranging consensus, and held a centralized signing ceremony for cooperation projects.
YAN Honglei, Secretary of the Qiqihar Municipal Party Committee, CHEN Xingping, Mayor of Qiqihar, and TAN Xudong, Vice Mayor of Qiqihar, attended the meeting. SONG Yingdong, Secretary of HEU’s Party Committee, YIN Jingwei, President of HEU, and CHEN Hailong, Assistant to the HEU President, were present at the event.
CHEN Xingping presided over the meeting and briefed attendees on the progress of city-university cooperation.
SONG Yingdong emphasized that HEU and Qiqihar City have a strong foundation for cooperation and promising prospects. He expressed hope that this deeper cooperation would serve as a new starting point, with both sides focusing on key development areas, tackling core technologies, and promoting the practical application of scientific and technological achievements in Qiqihar. He also highlighted that HEU would expand collaboration in talent cultivation, student enrollment, and alumni engagement, strengthen city-university cooperation, provide greater talent and intellectual support for Qiqihar’s development, and contribute to national progress.
YAN Honglei remarked that HEU’s visit and enhanced cooperation reflect high trust and robust support for Qiqihar’s growth. She encouraged focusing on technological breakthroughs and achievement transformation, deepening industry-university-research collaboration, building a complete achievement transformation chain, and jointly developing advanced R&D and innovation platforms to achieve mutual progress in scientific and technological innovation. Qiqihar will also support project implementation, talent recruitment, and platform development, creating a favorable environment for city-university cooperation and advancing integration of scientific and industrial innovation.

CHEN Hailong signed the Framework Agreement on Cooperation between the People’s Government of Qiqihar City and Harbin Engineering University with Tan Xudong on behalf of HEU. Several additional framework agreements were signed during the meeting.



During the event, Song Yingdong led a delegation to visit China First Heavy Industries (CFHI) and Qiqihar Heavy CNC Equipment Co., Ltd., inspecting workshops alongside Yan Honglei.

SONG Yingdong and TAN Xudong held a forum with HEU alumni in Qiqihar.

YIN Jingwei led a team to the Moderate Rice Processing Industrial Park in Tailai County, visited the exhibition hall with CHEN Xingping, attended the unveiling ceremony of the Demonstration Base for Moderate Rice Processing Industry, and held a symposium. He introduced the university’s recent efforts in smart agriculture and intensive agricultural product processing, expressing hope that technology could help Tailai become a “Hometown of Live Rice” and support modern agriculture development in Qiqihar.

CHEN Xingping affirmed that Qiqihar City will fully support the transformation and application of HEU’s scientific research achievements.


YIN Jingwei also visited Qiqihar Experimental High School, participated in a talent exchange symposium, and delivered a presentation on student enrollment.
Since signing the strategic cooperation framework agreement in 2020, HEU and Qiqihar City have conducted practical and in-depth collaboration. This signing marks the start of a new stage in city-university cooperation.
