YAO Yu and YANG Desen jointly unveil the Underwater Intelligence Research Institute.
On April 17th, the unveiling ceremony and project symposium of the Underwater Intelligent Research Institute were held at Qingdao Innovation and Development Base. YAO Yu, President and Deputy Secretary of HEU Party Committee, YANG Desen, Academician of CAE Member, YIN Jingwei, Member of the Standing Committee of HEU Party Committee and Vice President, and ZHAO Yuxin, Assistant to the President, attended the ceremony. YAN Rujian, member of the Standing Committee of HEU Party Committee and Vice President, presided over the ceremony.
YAO Yu stated in his speech that the Underwater Intelligence Research Institute is the overall technical department that serves the major needs of the country, the general staff department that plans to undertake major national tasks, and the experimental special zone for deepening the reform of the scientific research system and mechanism. The Underwater Intelligence Research Institute focuses on serving major strategic needs of the country, systematically gathering HEU's advantageous forces and resources, and demonstrating new responsibilities, achievements, and contributions to accelerate the realization of high-level technological self-reliance.
Academician YANG Desen stated that the Underwater Intelligence Research Institute is a strategic and innovative measure implemented by HEU in the new historical period and also the achievement of striving to reform and transform. He proposed to further strengthen the organized scientific research, the research capacity of underwater information to strongly support the construction of “Three suggestions for work”. He hopes that Underwater Intelligence Research Institute can anchor national strategic needs and provide new ways and new breakthroughs for national development.
YIN Jingwei said that efforts should be made to strengthen the "organized scientific research" model and solve the five major problems. Firstly, solve the problem of insufficient support for important platforms in HEU by coordinating the construction of large platforms. Secondly, solve the problems of fixed personnel in the research group, single disciplines, and limited collaboration among scientific researchers across colleges and schools by establishing a project based cross-disciplinary team. Finally, solve the problem of limited major tasks and insufficient supply of national demand capacity by organizing major national tasks.
After the unveiling ceremony, a symposium was held to conduct in-depth discussions and exchanges on important issues to be promoted by Underwater Intelligent Research Institute in the future. Academician YANG Desen gave a special report on new underwater target detection technology, providing in-depth explanations from four aspects: application prospects, development status, technical problems faced, and future development directions. He also proposed key task directions for future work.
ZHANG Wei gave a special report on team building, explaining the basic situation, existing problems, and future transformation ideas of underwater unmanned systems and intelligent technology teams. In addition, he proposed major tasks to be promoted by the Underwater Intelligence Research Institute.
