YAO Yu emphasized that at the just-concluded HEU fifth Party Congress, HEU has set the goal of establishing a new talent hub in the fields of "Shipbuilding Industry, Marine Equipment, Ocean Exploration, and Nuclear Application" within the next five years. To achieve this, HEU will strive to build a global talent selection system, form an innovative team with an indomitable spirit, continue to deepen system and mechanism reforms, leverage the advantages of talent policies, and promote the transformation of the talent team from "quantity accumulation" to "quality leap." He encouraged young talents to join HEU and collaborate in building a hub of important talents in the fields of shipbuilding, marine studies, and nuclear applications.

Academician YANG Desen delivered a speech on the topic "Taking Maritime Power as the Goal," addressing three crucial aspects: the significance of maritime power, HEU's contributions to its construction, and the strategic demand for talents in this domain. He stressed that China's determination to become a maritime power is unprecedented, as is the financial investment and policy support for the development of marine science and technology. He encouraged all young talents to dedicate themselves to the cause of building maritime power, join the team at HEU – an important supporting force in this endeavor, and closely link their future and destiny with the national rejuvenation to realize their life ambitions.

The 8th Xinghai Forum drew the attention of nearly 3,000 young scholars from home and abroad, and more than 1,000 of them have established connections with corresponding colleges. Since 2016, HEU has successfully organized eight Xinghai Forums, attracting nearly 7,000 young scholars to connect with the university, with over 700 outstanding young teachers joining its ranks. This talent gathering effect has gradually emerged, playing a pivotal role in expanding the popularity and influence of HEU while promoting the high-quality development of the talent team.
