On November 28, the China Association for Science and Technology (CAST) announced the recipients of the second phase of the "China Excellence Action Plan for Scientific and Technical Journals." The Journal of Harbin Engineering University (English Edition) has once again been selected for the English journal tier, making it the only English-language journal in Heilongjiang Province to receive this distinction.

The second phase of the China Excellence Action Plan for Scientific and Technical Journals (2024-2028) is a collaborative initiative led by seven ministries and commissions, including CAST, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Finance, the National Press and Publication Administration, the Chinese Academy of Sciences, and the Chinese Academy of Engineering. The plan consists of five sub-projects: English single journals, Chinese single journals, new high-impact journals, development of high-level editorial talent, and cluster (group) pilot projects. This phase will span five years.

Since its establishment, the Journal of Harbin Engineering University (English Edition) has consistently published high-quality scientific research, attracting contributions from both domestic and international scholars. With the resources and support provided by the Excellence Action Plan, the journal is poised to further enhance its academic standards and continue its development toward greater international recognition.
