On December 17th, Harbin Engineering University (HEU) hosted an innovation development conference on "Smart Agriculture + Low-Altitude Industries." The event aimed to integrate technological innovation resources and focus on key sectors such as smart agriculture and low-altitude industries. The conference highlighted strategies for developing emerging industries, accelerating the creation of new productivity, and contributing to the comprehensive revitalization of Northeast China.

More than 150 representatives from over 60 organizations also attended the conference, which was organized by HEU in collaboration with the Heilongjiang UAV Industry Association.
President SONG Yingdong welcomed the attendees, noting that HEU had established the Smart Agriculture and Low-Altitude Industry Innovation Research Institute to support the high-quality development of modern agriculture and low-altitude industries in Heilongjiang Province. He emphasized that the university would collaborate with various stakeholders to leverage complementary strengths, promote research efforts, and build a high-level platform for scientific and technological innovation. This initiative aims to facilitate the application of research outcomes and explore new development pathways for integrating smart agriculture with low-altitude industries tailored to local conditions.
WANG Xuefeng highlighted Heilongjiang's unique position as both an agricultural powerhouse and a key base for the aviation industry, providing strong potential for developing "smart agriculture + low-altitude industries." He reaffirmed the provincial department's commitment to supporting innovation in these areas, offering robust backing for industrial development.
LIU Aili assured that the provincial science and technology department would actively provide services to support the construction of innovation platforms, breakthroughs in core technologies, and the industrialization of scientific achievements. He emphasized that these efforts would help accelerate the formation of new productive forces, positioning Heilongjiang as a "stabilizer" for national food security through technological advancement.
During the meeting, HU Guixin announced the establishment of the Northeast Branch of the Low-Altitude Industry Alliance.
WANG Xuefeng also presented the appointment letter for the President of the Heilongjiang UAV Industry Association to MAO Jize, Dean of the School of Aviation and Astronautics at HEU.
The conference included the unveiling of the Smart Agriculture and Low-Altitude Industry Innovation Research Institute. This institute will focus on key areas such as agricultural seeding, fertilization, plant protection through aerial spraying, growth analysis, seedling rate prediction, pest and disease assessment, and black soil protection. It will also conduct innovative research on drone platforms, agricultural payload equipment, ground equipment, and software platforms, empowering the high-quality development of both smart agriculture and low-altitude industries.
At the conference, YIN Jingwei and SUN Dexin, Deputy General Manager of China Post Group Heilongjiang Branch, signed a strategic cooperation agreement. HEU is working to deepen its collaboration with China Post Group Heilongjiang Branch, integrating complementary resources to provide smart services in areas like "aerial express delivery" and drone-based food delivery. This partnership aims to create a campus-based low-altitude economy demonstration zone.
The Heilongjiang UAV Industry Association also signed strategic cooperation agreements with UAV associations from Shenzhen, Henan, Liaoning, and Jilin provinces.
Following the conference, the first representative meetings of the Northeast Branch of the Low-Altitude Industry Alliance and the Heilongjiang UAV Industry Association were held on the HEU campus.
