
On December 22, HEU signed a Strategic Cooperation Agreement with the South China Sea Bureau of the Ministry of Natural Resources. The agreement outlines collaborative efforts in scientific research, talent development, resource sharing, platform construction, and other related areas. The signing ceremony was attended by LEI Bo, Director of the South China Sea Bureau; GAO Yan, Secretary of HEU's Party Committee; and XIE Jian, Deputy Director of the Bureau. The ceremony was chaired by HEU's Vice President, YIN Jingwei.

GAO Yan welcomed LEI Bo and his delegation, expressing appreciation for the South China Sea Bureau's ongoing support for HEU's development. He noted that HEU has enjoyed a fruitful partnership with the Bureau in areas such as scientific research and talent development. GAO emphasized that this new agreement will further strengthen the collaboration between the two parties. He highlighted the principles of "strategic guidance, complementary advantages, collaborative innovation, and mutual development" as the foundation for the partnership. Both sides will focus on designing application-driven scenarios, promoting cooperation, and supporting the growth of China’s marine industry.
LEI Bo outlined the South China Sea Bureau's work and expressed his hope that the strategic cooperation would leverage HEU's strengths in marine information technology and other fields. He called for practical collaboration in areas such as marine ecological surveys, environmental monitoring, surveying and charting, and resource development. LEI emphasized the goal of creating a high-level innovation platform that integrates industry, education, research, and application.

On behalf of HEU, YIN Jingwei signed the strategic cooperation agreement with the South China Sea Bureau. Senior officials from relevant departments on both sides also attended the ceremony.

Before the signing, LEI Bo and his delegation visited the PLA Military Institute of Engineering Memorial Hall and several national key laboratories. They also participated in the inaugural "Smart Engineering, Co-drawing the South China Sea" Marine Development Academic Exchange Conference, held jointly by HEU and the South China Sea Bureau.
