
Recently, the China National Intellectual Property Administration (CNIPA) released the Notice on Continuing Operations of 48 Technology and Innovation Support Centers in the Fourth Batch of the First Phase, which included the Technology and Innovation Support Center (TISC) of Harbin Engineering University (HEU). This recognition affirms HEU TISC’s high standards in intellectual property information services and technological innovation support, as endorsed by both CNIPA and the World Intellectual Property Organization (WIPO).
The TISC program, an initiative under WIPO's Development Agenda, was established following the 2019 Memorandum of Understanding between CNIPA and WIPO to develop a network of approximately 100 TISCs in China. In March 2020, HEU established its Intellectual Property Information Service Center under the Library administration. Building on this foundation, HEU successfully achieved TISC accreditation in October 2021 after undergoing rigorous evaluations by CNIPA and WIPO, officially becoming a fourth-batch WIPO-certified TISC in China.
HEU’s TISC has strategically focused on enhancing social service functions by leveraging resources across multiple campuses, including the main campus, the Qingdao Innovation Development Base, the Yantai Research Institute, and the South China Sea Research Institute. It has strengthened collaborations with enterprises and research institutions in Heilongjiang, Shandong, and Hainan provinces, delivering over 100 intellectual property services to more than 15 innovation entities, achieving a 95% satisfaction rate.
