On August 16, Harbin Engineering University (HEU) and the China Polar Research Center signed a strategic cooperation framework agreement in the VIP conference room of the Qihang Activity Center, deepening their collaboration in polar scientific research, talent cultivation, and platform construction. GAO Yan, Secretary of HEU Party Committee, LIU Shunlin, Director of the China Polar Research Center, and LING Tiejun, Deputy Director of the Polar Research Office of the National Oceanic Administration, attended the signing ceremony and delivered speeches.


GAO Yan highlighted that HEU and the China Polar Research Center have a solid foundation for cooperation. He expressed hope that taking this signing as an opportunity, both sides would deepen exchanges and collaboration, leverage their complementary advantages in polar scientific research and engineering technology, build high-level scientific research platforms, jointly tackle core technical issues in polar equipment and polar observation, establish a deeply integrated polar technology innovation system combining industry, academia, research, and application, and accelerate the transformation and application of high-quality achievements.

LIU Shunlin stated that in recent years, the Polar Research Center and HEU have collaborated in areas such as naval architecture and ocean engineering. He emphasized that HEU’s experience in constructing national key laboratories, cultivating high-level talent, and researching polar technology and equipment is worth learning from. He hoped both sides would utilize their respective strengths in scientific research, technological innovation, and engineering application, enhance the level of technological innovation in the polar field through collaborative innovation, and cultivate high-level innovative talent.

LING Tiejun expressed his hope that the Polar Research Center and the university would continue to strengthen exchanges, promote technical cooperation through complementary resource advantages, and jointly overcome key technical challenges in the polar field.

YIN Jingwei and WEI Fuhai signed the agreement on behalf of both parties. According to the agreement, both sides would adhere to the principles of "strategic guidance, complementary advantages, collaborative innovation, and common development" to comprehensively carry out practical cooperation in technological innovation, talent cultivation, and resource sharing.
