Successful Conclusion of the 22nd China National Computer Congress

The 22nd China National Computer Congress (CNCC2025) took place in Harbin from October 23 to 25. With the theme “Digital and Intelligent Empowerment, Infinite Possibilities,” this year’s congress aimed to delve into cutting-edge advancements and future trends in digital intelligence technology, contributing insights toward the deep integration of computing technology with the economy and society.

In his speech, SUN Ninghui, Chairman of the China Computer Federation (CCF), emphasized that the congress actively aligned with the national artificial intelligence development strategy. The event featured a diverse array of activities, including keynote presentations, thematic forums, technical seminars, and an unprecedented computer exhibition covering over 10,000 square meters. A new thematic workshop supporting young scholars was also introduced, ensuring that all participants could gain valuable insights. Sun expressed his hope that the event would foster in-depth exchanges, friendships, and knowledge sharing.

ZHANG Qixiang, Vice Governor of Heilongjiang Province, highlighted the province’s achievements in artificial intelligence and computer software, driven by universities such as Harbin Institute of Technology (HIT) and Harbin Engineering University (HEU). He invited experts and professionals to explore further collaboration in Heilongjiang, aiming to establish the province as a model zone for digital economy integration.

HAN Jiecai, President of HIT, reviewed the university’s history in computer science since its founding in 1956 and shared three key strategies for advancing the field: focusing on national priorities, fostering cross-domain collaboration, and enhancing industry-university-research cooperation to drive innovation.

SONG Yingdong, Party Secretary of HEU, discussed the university’s efforts to integrate computer science with its SMON school-running model, achieving breakthroughs in technological innovation and talent development. He expressed optimism that the congress would further promote collaboration between academia and industry to address key technological challenges and warmly invited participants to explore wider cooperation opportunities at HEU.

Achievement Exhibition

The congress featured a comprehensive exhibition showcasing achievements across the entire computer industry chain.

HEU presented a range of academic and research innovations, including the polar AUV “Xinghai 1000,” the “Xinghai” Educational Large Model, the Underwater Robot Operation Virtual Simulation Practice Platform, a high-resolution visible light panoramic vision system, a data product registration and business matching platform, a trusted data service platform, and the “Xinghun” robot, which won the World University Underwater Robot Competition.

Several well-known internet enterprises and technology companies also displayed their latest innovations, with four interactive areas dedicated to enhancing the experience of scientific and technological products.

Leading International Frontiers: Celebrating an Academic Feast

As the flagship event of the China Computer Federation, CNCC has become a premier annual conference in China’s computing sector, serving as a critical platform for advancing academic leadership, building consensus, and fostering industry-university-research integration.

YU Zhiwen, Vice President of HEU, chaired the invited report sessions of the congress.

Notable guests delivering reports included ZHAO Qinping and ZHENG Qinghua, Members of the Chinese Academy of Engineering (CAE); ZHOU Hong, Dean of Huawei’s Strategic Research Institute; JIANG Feng, Group Chief Expert at China Telecom Cloud Technology; LI Bin, Senior Vice President of Sugon; Professor Abdelsalam Helal from the University of Bologna; HU Shimin, LI Hui, and WANG Huaimin, Members of the Chinese Academy of Sciences (CAS); HE You, CAE Member; ZHENG Bo, Chief Scientist at Taotian Group; LIAO Jinsong, Vice President of OPPO; Professors C. Mohan (Hong Kong Baptist University) and Yukinugawa (University of Tokyo); ZHANG Peng, CEO of Beijing Zhipu Huazhang Technology Co., Ltd.; WANG Xiaochuan, CCF Council Member; and ZHOU Jun, Vice President of Ant Group’s Platform Technology Business Group.

The forums covered critical topics such as “Characteristics, Challenges, and Paths of Digital Economy Development,” “The Future of Large Models,” and “Embodied Intelligence.”

Thematic Forums and Expert Exchange

Throughout the congress, a series of thematic forums on cutting-edge topics were held at HEU, providing an immersive academic atmosphere for lively exchanges.

YIN Jingwei, President of HEU, chaired the thematic forum on “Artificial Intelligence Empowering Underwater Acoustics Applications,” while YU Zhiwen presided over the forum on “Underwater Unmanned Swarm Intelligent Collaboration Technology.” These forums drew significant participation and facilitated extensive discussions.

YIN Jingwei emphasized that HEU is fully committed to the integration and innovative development of artificial intelligence within its SMON model. He expressed hope that experts and scholars would translate their academic insights into practical technological achievements that contribute to the national strategy and economic and social development.

A Milestone Event for Harbin and HEU

This is the first time CNCC has been hosted in Harbin, marking a milestone for the city as a key platform for cutting-edge achievements and global academic collaboration in the computer field. As a core co-organizer, HEU has contributed significantly to the development of the computer discipline. Since its origins in the PLA Military Engineering Institute, followed by Harbin Shipbuilding Engineering Institute, and now Harbin Engineering University, the discipline has passed through three critical stages of growth.

Today, HEU is home to numerous influential platforms, both domestically and internationally, supported by key laboratories and engineering centers. Through its continued efforts in industry-university-research collaboration and international cooperation, HEU enhances its global competitiveness and academic reputation.
