On January 12, Bhokin Bhalakula, President of the Thai-Chinese Fraternity Association (TCFA), led a delegation of 11 members on a visit to the university. That same morning, the closing ceremony for the Heilongjiang Province "Her Royal Highness Princess Maha Chakri Sirindhorn Scholarship Program" Cultural Experience Camp was held at Harbin Engineering University (HEU).
YIN Jingwei, President of HEU, extended a warm welcome to the visiting delegation. He stated that HEU has long maintained close exchanges and cooperation with higher education institutions in Thailand. Through the joint initiative of the TCFA and the Foreign Affairs Office of Heilongjiang Province, HEU has successfully completed the “Her Royal Highness Princess Maha Chakri Sirindhorn Scholarship Program.” The university will further deepen cooperation with the TCFA to actively contribute to enhancing the friendship between the peoples of the two nations and advancing China-Thailand collaboration to a higher level.
Bhokin Bhalakula spoke highly of the achievements of the “Her Royal Highness Princess Maha Chakri Sirindhorn Scholarship Program” and praised the Thai participants for their demonstrated proficiency in Chinese expression and their depth of understanding of Chinese cultural elements within a short period. He remarked that this visit offered a profound sense of China’s rich historical heritage and vibrant developmental energy. He noted that HEU possesses distinctive educational features and strong disciplinary capabilities. The TCFA is willing to work hand-in-hand with HEU and sincerely invites the leadership to visit Thailand, jointly promoting substantive and in-depth educational and people-to-people cooperation between the two countries, thereby injecting enduring momentum into Thailand-China friendly relations.
During the meeting, the two parties signed a Memorandum of Understanding on cooperation.

At the closing ceremony, CHEN Hailong, on behalf of HEU, congratulated all participants on their successful completion of the program.
Bhokin Bhalakula expressed gratitude to HEU and the Foreign Affairs Office of Heilongjiang Province for their long-standing support of Thai education and extended congratulations to the first cohort of eight participants for successfully finishing their studies.
During the closing ceremony, participants shared their learning reflections and presented cultural performances.
HEU presented certificates and commemorative gifts to the participants.
CHEN Hailong presented a gift to Bhokin Bhalakula on behalf of HEU.
Following the closing ceremony, Bhokin Bhalakula and the delegation visited the Harbin Military Engineering Institute Memorial Hall, accompanied by GENG Jing, Assistant to the University President.
It is reported that the year 2025 marks the 50th anniversary of the establishment of diplomatic relations between China and Thailand. Promoted jointly by the Foreign Affairs Office of the People’s Government of Heilongjiang Province and the Thai-Chinese Fraternity Association of Thailand, the “Heilongjiang Province Her Royal Highness Princess Maha Chakri Sirindhorn Scholarship Cultural Experience Camp” was organized and implemented for the first time at HEU. This program is one of Heilongjiang Province's key initiatives for educational exchange with Thailand.
