From February 4 to 7, YIN Jingwei, President of Harbin Engineering University (HEU), led a five-member delegation to Russia for cooperation talks with local universities. The delegation visited the State Marine Technical University (SMTU) and the Saint Petersburg National Research University of Information Technologies, Mechanics and Optics (ITMO University), reached a number of consensuses on core issues—including the co-construction of joint laboratories and joint campuses—and signed relevant cooperation agreements.

During the visit to SMTU, YIN Jingwei held talks with the university’s rector and vice rector. The two sides conducted in-depth exchanges on key topics such as the organizational structure and intellectual property distribution of the jointly built laboratory, and explored new areas of cooperation in scientific research and joint talent cultivation. Following the talks, the two sides signed an agreement on the construction of a joint laboratory, marking a substantive step forward in building a national-level scientific research platform and injecting new momentum into Sino-Russian scientific research and innovation.

During the visit to ITMO University, YIN Jingwei held multiple rounds of talks with the university’s rector, as well as members of the university leadership, including the dean of the Faculty of Physics. The two sides agreed to co-establish a joint college, positioning it as the core platform for cooperation between the two universities, and to jointly explore the interdisciplinary collaborative innovation model of “Two Universities + Enterprises.” During the talks, the two sides signed minutes of cooperation, clarifying their commitment to creating a new paradigm for international education and advancing the construction of the joint campus toward deeper and more systematic integration.

During the visit, the delegation held forum exchanges with HEU students participating in joint cultivation programs in Russia. YIN Jingwei learned in detail about the students’ study and living conditions and encouraged them to cherish their learning opportunities, deepen their professional expertise, and serve as a bridge for friendly exchanges between China and Russia.
By signing a series of cooperation agreements, HEU will further consolidate its strategic partnerships with leading Russian engineering universities, laying a solid foundation for innovating international talent-training models and building new mechanisms for scientific research collaboration. The university will continue to advance the implementation of these cooperation consensuses, work with Russian partners to build an interdisciplinary and multi-level cooperation platform, and contribute to the continued development of friendly relations between Chinese and Russian universities.
