
On April 22, the 2026 Conference on Energy and Resource Conservation for Public Institutions under the Ministry of Industry and Information Technology (MIIT) took place at the Faculty Salon of Qihang Activity Center, HEU. WANG Yan, Deputy Director of the Department of Energy Conservation Management for Public Institutions, National Government Offices Administration (NGOA), and YIN Jingwei, President of HEU, attended the meeting and delivered speeches. JING Lichang, Deputy Director of the MIIT General Affairs Bureau, presided over the event. YAN Rujian, Vice President of HEU, was also present.

On behalf of HEU, YIN Jingwei welcomed the attending leaders and guests and expressed gratitude to MIIT for its long-term trust and support. He highlighted that the university has incorporated the concept of green and low-carbon development throughout its governance, guided students to embrace sustainable practices, and achieved tangible results in low-carbon campus construction and efficient energy and resource utilization. He emphasized that the university will use this conference as a new starting point, learn from the experiences of peer institutions, further deepen energy conservation and carbon reduction efforts, and contribute more to the national green and low-carbon transition.

In her speech, WANG Yan emphasized that public institutions at all levels should approach ecological and environmental protection in the new era with higher standards, broader vision, and stronger commitment. She stressed the importance of energy consumption analysis, carbon emission accounting, energy conservation education, and green leadership, aiming to improve the quality and efficiency of energy conservation and carbon reduction with practical measures, while showcasing a leading example for others.

During the meeting, the attending leaders presented certificates to Model Energy-Saving Public Institutions and Energy Efficiency Leaders. WANG Yan delivered a keynote lecture, several institutions shared their experiences in energy conservation, JING Lichang reported on energy conservation work within the MIIT system, and Professor LIU Tiansen from HEU’s School of Economics and Management gave a special lecture.
The conference reviewed achievements in 2025, outlined key tasks for 2026, clarified the strategic path, and consolidated efforts for energy and resource conservation in public institutions under the MIIT system, effectively advancing the green and low-carbon transition to a higher level.
