On July 15, WANG Zhenqing, Chairman of the China Nuclear Power Strategic Planning Research Institute (hereinafter referred to as “CNNC Strategic Planning Institute”), led a delegation to Harbin Engineering University for a research visit. HEU President YIN Jingwei held discussions with WANG Zhenqing and his delegation, with both sides engaging in in-depth exchanges on topics including talent cultivation in nuclear disciplines, scientific research, and think tank development. The CNNC Think Tank–Harbin Engineering University Joint Research Center was established during the meeting. KANG Yexi, Vice President of the CNNC Strategic Planning Institute, attended the symposium. The meeting was chaired by HAN Duanfeng, Vice President of HEU.

President YIN welcomed WANG Zhenqing and his delegation and expressed gratitude to the China National Nuclear Corporation for its longstanding support of the university. He noted that the CNNC Strategic Planning Institute has achieved notable results by adhering to the philosophy of “creating tangible value through soft outcomes and supporting hard development with soft science.” He expressed the hope that the two sides would take the establishment of the Joint Research Center as a new starting point, using corporate demands to drive disciplinary development, and jointly undertake research in areas such as nuclear strategy formulation, industrial policy, and international nuclear governance, so as to make further contributions to national development.

WANG Zhenqing provided a systematic overview of the institute’s development history and core missions. He stated that the CNNC Strategic Planning Institute is committed to becoming a top-tier national think tank and a world-class strategic research institution, actively providing policy recommendations for the development of China’s nuclear industry while expanding international cooperation and enhancing global influence. He noted that HEU is a key talent and research partner for the CNNC, and expressed the hope that the Joint Research Center would serve as a cooperative platform, establish regular exchange mechanisms, and facilitate comprehensive and practical collaboration, contributing wisdom and strength to the nation’s nuclear enterprise.

At the meeting, President YIN Jingwei and Chairman WANG Zhenqing jointly witnessed the establishment of the CNNC Think Tank–Harbin Engineering University Joint Research Center.

Heads of relevant departments from the CNNC Strategic Planning Institute presented an overview of the institute and its key initiatives. The head of HEU’s Office of Scientific Research introduced the university’s research and innovation efforts. Participants from both sides engaged in in-depth discussions on think tank development, nuclear safety, AI agent development in the nuclear field, and international nuclear power talent training.
