On 24 July, Harbin Engineering University (HEU) signed a strategic cooperation framework agreement with the 22nd Research Institute of CETC to co-found the Research Centre for Electromagnetic Space Cognition and Utilisation.

Professor YIN Jingwei, President of HEU, and CHEN Xinyu, Director of the 22nd Research Institute of CETC, attended the ceremony and unveiled the plaque for the centre. LI Xue, Deputy Director of the 22nd Research Institute of CETC, was present at the event, which was chaired by CHEN Hailong, Assistant to the President of HEU.

President YIN noted that HEU and the 22nd Research Institute have maintained in-depth cooperation over the years and delivered remarkable outcomes across multiple fields. He expressed hope that both sides would take this signing as an opportunity to leverage their respective research platforms and application scenarios, focus on electronic information and electromagnetic space technologies in complex environments such as oceans and polar regions, strengthen joint planning of major projects and collaborative breakthroughs in core technologies, and accelerate the engineering and practical application of scientific and technological achievements. The two sides should work together to set a benchmark for collaborative innovation between universities and research institutes, and make new and greater contributions to national development.

CHEN Xinyu gave a brief introduction to the history of the 22nd Research Institute and its landmark achievements in radiowave propagation in recent years. He stated that HEU has nurtured a large number of high-quality backbone talents for China’s national defence science and technology cause. Over the years, the 22nd Research Institute and HEU have worked closely together and yielded fruitful results. This strategic cooperation represents a strong alliance between the two sides grounded in national strategies and their respective strengths, he said. He expressed hope that both sides would further deepen comprehensive, multi-level and regularised strategic cooperation, complement each other’s advantages and enable mutual growth, so as to make greater contributions to national development together.

Following the ceremony, CHEN Xinyu and YIN Jingwei presented appointment letters to LIN Yun and GUO Lantu as directors of the research centre.
