On September 6, the inauguration ceremony of the Advanced Technology Research Institute for Emergency Management of Harbin Engineering University was held at the Qihang Activity Center.
YIN Jingwei, president of HEU (Harbin Engineering University), WANG Yongquan, deputy director of the Heilongjiang Provincial Department of Emergency Management, and LIU Xuefeng, commander of the Heilongjiang Fire and Rescue Mobile Corps, attended the ceremony and delivered speeches. YANG Desen, CAO Xibin and LU Minghua, academicians of the Chinese Academy of Engineering, ZHANG Shanjun, academician of the Engineering Academy of Japan, and WANG Junli, vice chairman and secretary-general of the Chinese Society of Naval Architects and Marine Engineers, attended the ceremony. ZHAO Yuxin, vice president of Harbin Engineering University, presided over the ceremony.
YIN Jingwei stated that HEU continues to focus on three core directions — embodied intelligent emergency equipment, integrated air-space-sea emergency information, and catastrophic disaster emergency prevention and control technology — and carries out organized scientific research. Through jointly building the institute with Beijing Anningweier Emergency Fire Safety Technology Co., Ltd., the university strives to build a scientific and technological innovation highland in the ship, marine and nuclear emergency field, and provide talent and technical support for emergency response to major risks in China’s ship, marine and nuclear fields.
WANG Yongquan pointed out that Heilongjiang Province is accelerating the development of emergency management capabilities and continuously strengthening risk prevention and emergency response capabilities. The Heilongjiang Provincial Department of Emergency Management will fully support the construction and development of the institute, and hopes that the institute will closely focus on key and difficult issues in emergency management, carry out technological breakthroughs, cultivate high-quality talent, and make new and greater contributions to the development of the country’s emergency management cause.
LIU Xuefeng remarked that HEU has strong scientific research strength and talent advantages in fields such as intelligent equipment, perception and communication, and unmanned systems. He hopes that the institute will take root in practical needs, focus on industry technical pain points such as emergency perception and intelligent equipment, and accelerate the transformation of scientific research achievements into frontline rescue combat capability. The Heilongjiang Fire and Rescue Mobile Corps looks forward to working side by side with the institute to jointly provide strong technical support for safeguarding the safety of people’s lives and property.
