On November 7th, the Globalized Development Forum took place at Harbin Engineering University (HEU). GAO Yan, the Secretary of the Party Committee of HEU, CHENG Shuang, Deputy Director of the Education Department of Heilongjiang Province, and SHI Zhaohui, Deputy Director of the Science and Technology Department of Heilongjiang Province, attended the meeting and delivered speeches. YU Zhiwen, Vice President of HEU, presided over the meeting. The forum saw the participation of experts and leaders from 38 universities both domestically and internationally, both online and offline. They shared and explored experiences in globalization development and discussed new paths for higher education opening up to the outside world. Representatives from the China Education Association for International Exchange also attended the forum.
GAO Yan emphasized that HEU has consistently adhered to high-level opening up and cooperation with the outside world. The university has actively engaged in international academic research, educational cooperation, and cultural exchanges, establishing stable relationships with over 100 units in 25 countries. This has significantly enhanced HEU's international influence. GAO Yan announced the upcoming release of the "Harbin Engineering University Globalized Development Strategy Action Plan (2024-2026)" to further elevate the quality and level of education opening up to the outside world. He encouraged experts to utilize the forum as an interactive platform for sharing wisdom, building consensus, solving problems, and fostering cooperation. GAO Yan expressed hope for all units to collaboratively draft a new blueprint for international exchange and cooperation in higher education, contributing to the development of a community with a shared future for mankind.
CHENG Shuang highlighted that the commitment to expanding education's opening up to the outside world aligns with the strategic goals of the Party Central Committee and serves as a crucial response to global changes. In 2023, the Provincial Department of Education issued a five-year plan for the opening up of education to the north, outlining a blueprint and providing direction for Heilongjiang universities to participate in national strategies, enhance international exchanges, and improve their educational standards.
SHI Zhaohui expressed the hope that HEU, through the implementation of a globalized development strategy, will nurture interdisciplinary talents with global competency, generate scientific and technological innovations with global influence, build a team of experts with global competitiveness, accelerate the construction of a world-class university with distinctive characteristics, and contribute significantly to the high-quality development and sustainable revitalization of Heilongjiang.
Following these statements, a ceremony was held to release HEU's globalized development strategy action plan. GAO Yan, CHENG Shuang, SHI Zhaohui, along with Professor Aziz, former President of the University of Prince Edward Island in Canada, and Professor Agtos, former President of Ecuadorian University Yachay, jointly pressed the start button to launch the globalized development strategy action plan.
