On March 1, Harbin Engineering University (HEU) hosted the Conference on Building the Ecosystem for Trusted Data Spaces and the Application of Data Elements. Key attendees included GAO Yan, Secretary of the Party Committee at HEU; LU Yuchun, a first-level inspector at the Provincial Development and Reform Commission; GAO Chiyang, Director of the Provincial Data Bureau; and CHEN Qingshan, Vice President of Northeast Agricultural University. These leaders delivered speeches at the conference.

Additional attendees included SHEN Changxiang, an academician of the Chinese Academy of Engineering; SHI Zhaohui, Deputy Director of the Provincial Department of Science and Technology; SUN Liang, Deputy Director of the Provincial Communications Administration; CAO Diefeng, Deputy Director of the Provincial Department of Education; YANG Shubo, a second-level inspector at the Provincial Department of Agriculture and Rural Affairs; YUE Xin, Chief Economist at the Provincial Department of Industry and Information Technology; and YAN Rujian, Vice President of HEU. The conference was presided over by YIN Jingwei, Vice President of HEU. Over 160 participants from 68 organizations, including provincial government units, research institutes, universities, and enterprises, attended the event.

GAO Yan highlighted HEU’s commitment to an innovation-driven approach. He emphasized that leveraging the university’s strengths in multi-disciplinary integration, HEU would deepen its research into core technologies such as data space architecture, privacy computing, and blockchain. This would provide the necessary technical support for the secure circulation of data. Furthermore, HEU aims to foster talent by partnering with leading enterprises to build a joint talent cultivation platform. This initiative will supply the data element market with skilled professionals who are equipped with both technical expertise and compliance awareness.

CHEN Qingshan remarked that the timing of the conference was highly relevant. He expressed hope that all parties involved would collaborate to propel Heilongjiang’s “Digital Granary” into a new era.

LU Yuchun stressed the importance of leveraging university research strengths to accelerate the development of key technologies like blockchain and privacy computing. He urged stakeholders to focus on unlocking the data potential in sectors such as industry, agriculture, and energy. By integrating the digital and real economies, traditional industries could undergo transformation and upgrading, ultimately enhancing the real economy with data-driven solutions.

GAO Chiyang expressed his hope that the strategic cooperation between the Provincial Data Bureau and HEU would lead to deeper resource sharing and collaborative efforts. He emphasized the importance of accelerating foundational research in the data field to support the high-quality revitalization of Heilongjiang Province.

YIN Jingwei and WANG Xiufeng, on behalf of HEU and the Provincial Data Bureau, respectively, signed a strategic cooperation agreement.

CHEN Fengyan, Deputy General Manager of the Heilongjiang Branch of China United Network Communications Co., Ltd., and WANG Jiasheng, Deputy General Manager of the Heilongjiang Branch of China Telecom Digital Intelligence Technology Co., Ltd., along with other representatives, signed strategic cooperation agreements regarding data elements on behalf of their respective organizations.

WANG Quanxin, General Manager of Unicom (Heilongjiang) Industrial Internet Co., Ltd., ZHOU Tiandao, General Manager of Heilongjiang Post Yitong Information Network Co., Ltd., and other representatives signed cooperation agreements for the agricultural trusted data space project.

The Provincial Development and Reform Commission established the Provincial Engineering Center for the Industrial Technology of Data Resource Productization to enhance the independent innovation and core competitiveness of the data industry. This center offers services such as designing the data industry chain for data resource productization, providing technical support, ensuring legal compliance, and facilitating data finance.

Finally, the Professional Committee for the Agricultural Trusted Data Space was founded under the Provincial Smart Agriculture Development Promotion Association. This public welfare organization, dedicated to agriculture, rural development, and farmer welfare, focuses on linking agricultural business processes with data chains. Its goal is to create a comprehensive system for the agricultural trusted data space.
