On November 20, SHI Huikang, Deputy Director of the Electronic Information Department of the Ministry of Industry and Information Technology (MIIT), and WANG Bing, Deputy Director of the Department of Industry and Information Technology of Heilongjiang Province, led a delegation to Harbin Engineering University (HEU). ZHAO Yuxin, Vice President of HEU, attended the symposium.
SHI Huikang fully affirmed the university’s achievements, distinctive disciplines, and especially its progress in integrated circuit development. He emphasized that the integrated circuit industry is a core pillar of the electronic information sector and offered three suggestions for further strengthening HEU’s integrated circuit discipline. First, deepen open education by making full use of social and industrial resources, and by bringing together high-quality industry resources and technical expertise. Second, enhance the integration of industry, academia, and research, actively promote the transformation and application of scientific research achievements, and build efficient communication channels between academia and industry. Third, strengthen the development of academic platforms, strive to operate high-quality academic journals such as Computing Magazine of the CCF and CCCF, and contribute to building a robust academic research ecosystem.
WANG Bing noted that Heilongjiang Province is currently promoting the revitalization of the digital economy, with the integrated circuit industry serving as an important foundation. The Department of Industry and Information Technology will continue to support HEU in developing integrated circuits and related disciplines. He also expressed hope that more HEU alumni will return to their hometowns to start businesses, deepen university–local–enterprise collaboration, and work together to inject new momentum into the high-quality development of Heilongjiang’s integrated circuit industry, contributing to the region’s economic transformation and upgrading.
ZHAO Yuxin expressed gratitude to the MIIT Electronic Information Department and the Heilongjiang Provincial Department of Industry and Information Technology for their long-standing support for the university’s development. He stated that the university will continue to leverage the advantages of its SMON-oriented education model, further integrate resources, consolidate strengths, and improve the quality and efficiency of scientific and technological achievement transformation in areas such as marine information intelligent sensing, transmission, processing, and application. HEU will deepen industry–university–research–application integration and contribute more to national development.
Before the symposium, SHI Huikang and his delegation visited the Harbin Military Engineering Institute Museum and the university’s scientific and technological achievement exhibition.
