From March 31st to April 1st, ZHANG Shimei, Deputy Party Secretary, led a delegation to Belarus. The group visited Belarusian State University (BSU), Belarusian National Technical University (BNTU), and the Belarusian State University of Informatics and Radioelectronics (BSUIR). During the visit, they signed a Memorandum of Understanding (MoU) with BSU and held in-depth discussions on educational cooperation, faculty and student exchanges, and expanding the university’s global partnership network.
On the morning of March 31, ZHANG Shimei and her delegation met with Kochin Victor, Vice Rector of BSU. ZHANG Shimei noted that HEU possesses a profound heritage and distinctive strengths, adhering to a philosophy of specialized development and open education. She highlighted the university's unique advantages in “SMON” fields, its significant scientific research achievements, and its history of cultivating outstanding talent. She expressed hope that both sides would establish a pragmatic, efficient communication mechanism to bolster the all-weather comprehensive strategic partnership between China and Belarus. The two sides reached a preliminary consensus on student and faculty exchanges, laying a solid foundation for future collaboration.

On the afternoon of March 31, ZHANG Shimei and her delegation held talks with Ksenia Valentinovna Yakushenko, Vice Rector of BNTU. The two parties exchanged views based on their respective institutional characteristics and achievements. The delegation also highlighted the history of the World University Underwater Robot Competition and shared progress on preparations for the 2026 event. Both sides reached a preliminary agreement to jointly organize student activities and promote academic exchanges between faculty and students.

On the morning of April 1, ZHANG Shimei and her delegation met with Victor Romanovich Stempitsky and Dmitry Kuznetsov, Vice Rectors of BSUIR. ZHANG Shimei stated that both institutions are high-level universities dedicated to serving national strategies, having developed unique advantages through years of specialized research. She expressed her hope that the two sides would expand cooperative disciplines, maintain regular communication, and cultivate innovative talents to support the technological progress of both countries. The delegation also toured the university’s Science and Technology Achievements Hall and several key laboratories.
