Established in 1953, the CollegeofInformationandCommunicationEngineering originates from the Basic Electrical Engineering Teaching and Research Office and the Department of Electronic Engineering. In 1979, it became the Electronic Engineering Department ofHarbin.

College of Shipbuilding Engineering. In 2001, the Institute of Information and Communication Engineering was established. In the fourth round of national discipline evaluation in 2017, the first-class disciplines of information and communication engineering entered the top 30% of the country.

The college has 139 teaching staff and 107 full-time teachers. The number of teachers with doctoral degrees accounts for 82.2% of the total number of full-time teachers. There are 25 professorsand 53 associate professors. 39 doctoral supervisors and 93 postgraduate supervisors. As of April 2022, there are 2188 students, including 1418 undergraduates, 567 masters, 151 doctoral students, 33 international students and 19 post doctoral researchers.
